As a propane fuel dealer, our intention with this page is to provide you with important links to the various county websites that offer guidance on navigating federally funded programs, such as the Home Energy Assistance Program, also known as HEAP.

HEAP is a federally funded program, administered in New York State through your local county government offices. This program issues heating benefits to supplement a household’s annual energy cost. HEAP also offers an emergency benefit for households in a heat or heat-related energy emergency. Additionally, HEAP offers furnace repair and/or replacement benefits for households with inoperable heating equipment. HEAP may help you pay for electricity, propane, natural gas, wood, oil, kerosene, coal, or any other heating fuel.

To enroll in HEAP, it is recommended that you apply for this public benefit directly through your local County office of social services.

How to Apply for HEAP Benefits

Apply in Person

You may apply in person at your local district county office by dropping off a completed application. Please note that HEAP applications at the following website are only available and have active links when the program is open for enrollment.

You may apply online at MyBenefits.com. A NY GOV ID will be required to log in and apply for benefits.

Apply in Writing

You can download and print the HEAP application or call your local district county office to request an application be mailed to your home. The completed HEAP application may be mailed to your local district county office.

Seneca Nations Tribal Advocate

The Tribal Advocate Program provides assistance to enrolled members of the Seneca Nation of Indians in emergency situations, such as loss of income, disability, or loss of home. These services include Minor Home Repair, Emergency Food from Pantry, Emergency Clothing/Home Goods voucher assistance, HEAP, and the Home Improvement Program, also known as HIP.
